Travel Ban: Philippines bars entry to non-citizens coming from China

The Philippine government just announced that it is temporarily banning entries of all foreigners arriving from China and its Special Administrative Regions under its new measures to combat the spread of the coronavirus epidemic.

What does this new directive mean?

1. Temporarily banning the entry of any person, regardless of nationality, except Filipino citizens and holders of Permanent Resident Visa issued by the Philippine Government, directly coming from China and its Special Administrative Regions;

2. Temporarily banning the entry of any person, regardless of nationality, except Filipino citizens and holders of Permanent Resident Visa issued by the Philippine Government, who within fourteen (14) days immediately preceding arrival in the Philippines, has been to China and its Special Administrative Regions;

3. A mandatory fourteen (14) day quarantine for Filipinos and Permanent Resident Visa holders coming from any place in China and its Special Administrative Regions;

4. A temporary ban on Filipinos from travel to China and its Special Administrative Regions; and

5. Establishment of a repatriation and quarantine facility.

Yes, you read it right, Filipino citizens are now barred from traveling to China and its Special Administrative Regions such as Hong Kong and Macau.

To clarify, if you are a foreigner and have been to China, Hong Kong, and Macau within 14 days prior to your arrival in the Philippines, you will still NOT be allowed to disembark even if your flight is from other countries. In short, airlines should meticulously check your travel history and if they see that you have been to China and its SARs in the past 14 days, you should not be allowed to board the place.

Also, the ban of outgoing Filipino travelers to China, Hong Kong, and Macau is effective even if you are transiting to another country. If your final destination is China and its SARs, you will be offloaded by immigration.

  2. Does this apply to Filipino passengers transiting via Hong Kong? I have a roundtrip SFO-HKG-DVO coming up in the first week of March. I am concerned that even if I get it as a Filipino citizen that I might not get back out (first week of April) using either a PH or US passport.

    1. Based on the latest press conference, the new directive covers transiting passengers. So if you come from the US via HK and if you hold a Philippine passport, you will be asked to be quarantined.

    2. Also, according to BI, dual citizens are allowed to leave even going to China and SARs provided that they can show their passport.

  3. my husband is American but we have connecting flights from LA to Taiwan, to Philippines will he be quarantine too?
